It originated from a tropical depression over the open waters of the western Pacific Ocean in late October. The storm quickly strengthened, becoming a severe tropical storm on October 26 as it rapidly traveled toward the northeast. One person was killed near Tokyo as the storm passed by, and three others were injured. It became extratropical the following day as it brushed Japan. The remnants of the storm dissipated over the Aleutian Islands on October 28.

It never made landfall, but its outer bands produced torrential rains, amounting to 458 mm on Miyakejima. It is the only typhoon of the season to be named after a tropical storm or typhoon, and the first of the 2011 Pacific typhoons to have been named after an ex-tropical storm or a tropical cyclone. The conversion factor between the two is between one-minute sustained winds, or 120kmh, and one-hour sustained winds,. The Joint Typhoon Warning Center uses 10-minute winds, while the Japan Meteorological Agency uses 100-minute sustained  winds.
