Fuller played college football at Notre Dame. He is the first player in franchise history to record a punt return touchdown and a receiving touchdown in the same game.

He has been named to the NFL’s All-Decade Team for the past three seasons. He played high school football for the Cahillites in Philadelphia, Pennsylvania. Fuller was named the MVP of the Philadelphia Catholic League 4A as a senior in 2012. He originally committed to Penn State on June 3, 2012 after receiving a scholarship offer while on a visit at the school. However, Fuller would go on to switch his commitment to Notre Dame on August 5, 2012. Fuller ran the 40-yard dash in an official time of 4. 32 seconds, which was the best time among wide receivers at the 2015 NFL Scouting Combine.

He suffered a broken collarbone during training camp and was expected to be out for 2–3 months. On September 27, 2017, Fuller was upgraded to full participation in the Texans’ practice. He made his debut in the 34–16 loss to the New England Patriots in the Divisional Round of the Super Bowl LI. He had four receptions for 37 yards in the Wild Card Round. On January 7, 2018, Fuller made his postseason debut against the Oakland Raiders in a 27–14 victory. His postseason would end the following week against the eventual Super Bowl Champion New York Patriots. He also returned a punt 67 yards for a touchdown against the Tennessee Titans. He became the first Texans player to record two receiving touchdowns in a single game in the franchise’s history. Fuller has also been named a second-team All-American by the Associated Press. He finished his Notre Dame career with 144 receptions for 2,512 yards and 30 touchdowns.
